Job Description:
Summary The Saginaw VA Medical Center is recruiting for an
Secretary(OA) GS-07. The Secretary(OA) will function in the
Associate Director of Patient Care Service. Responsibilities
Receives and screens all telephone calls and visitors from members
of the staff, agency, and persons outside the agency, ranging from
other government agencies to the general public, VA officials,
other federal agencies, Veterans, Medical Center Staff, state and
local officials and various service organizations to the executive
offices of the Assistant Medical Center Director Responds to
routine matters independently, answering most questions and
completing. Ensures compliance with the Assistant Medical Center
Director's requirements for completion of staff work; coordinates
follow-up to ensure timeliness and adherence to Assistant Medical
Center Director's requests and commitments. Meeting of suspense
dates is paramount, and diligence will be shown in giving action
officials enough lead-time to accomplish the task. Develops agendas
for meetings of which the Assistant Medical Center Director chairs,
as dictated by current issues and/or specific requirements of
services. Ensures availability of supporting documents, transcribes
dictation of meeting activity, conducts appropriate follow-up
actions, and formulates minutes all within a prescribed time frame.
Makes sure proposed minutes are reviewed by the committee members.
Assures all electronic meeting minutes are uploaded to the
SharePoint. Work Schedule: M-F, 7:30am - 4pm or 8am - 4:30pm

Qualifications To qualify for this position, applicants must meet
all requirements by the closing date of this announcement,
06/28/2022. Time-In-Grade Requirement: Applicants who are current
Federal employees and have held a GS grade any time in the past 52
weeks must also meet time-in-grade requirements by the closing date
of this announcement. For a GS-07 position you must have served 52
weeks at the GS-06. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
application materials. If the most recent SF-50 has an effective
date within the past year, it may not clearly demonstrate you
possess one-year time-in-grade, as required by the announcement. In
this instance, you MUST provide additional SF-50's that clearly
demonstrates one-year time-in-grade. Note: Time-In-Grade
requirements also apply to former Federal employees applying for
reinstatement as well as current employees applying for Veterans

All Title 38 Veterans Canteen Service (VCS) employees must have
served in their Excepted Service position for at least 90 days in
order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive
Delegating Examining Unit (DEU) announcement must have served in
their position for at least 90 days prior to being eligible for
other positions within the Competitive Service. You may qualify
based on your experience as described below: Specialized
Experience: You must have one(1) year of specialized experience
equivalent to at least the next lower grade level of GS-07 in the
normal line of progression for the occupation in the organization.
Experience refers to paid and unpaid experience, including
volunteer work done through National Service programs (e.g., Peace
Corps, AmeriCorps) and other organizations (e.g., professional;
philanthropic; religions; spiritual; community; student; social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience. Examples
of specialized experience: Operating a personal computer. Preparing
time and attendance reports. Responding to inquiries or requests
for information. Scheduling meetings dealing with various subjects.
Reviewing content of letters or other documents for completeness
and correctness. Entering and recording data into computer
programs. Receiving and screening mail, phone calls and visitors.
Maintaining appointment calendars of high level staff. You will be
rated on the following Competencies: Customer Service Decision

Speaking Writing Note: A full year of work is considered to be
35-40 hours of work per week. Part-time experience will be credited
on the basis of time actually spent in appropriate activities.

indicate clearly the nature of their duties and responsibilities in
each position and the number of hours a week spent in such
employment. Physical Requirements: This work places no special
physical demands upon the employee. The work includes walking,
standing, bending, and carrying lightweight items such as papers,
manuals, and books. Occasionally, lifting or moving of small office
machines or stacks of folders or binders may be required. This
position does not require the incumbent to travel by government
vehicle to CBOC and Saginaw locations as a regular and reoccurring
part of their duties (valid driver's license not required). This
position does not require the incumbent to transport patients in a

Additional Information Receiving Service Credit or Earning Annual
(Vacation) Leave: Federal Employees earn annual leave at a rate (4,
6 or 8 hours per pay period) which is based on the number of years
they have served as a Federal employee. Selected applicants may
qualify for credit toward annual leave accrual, based on prior work
experience or military service experience. This credited service
can be used in determining the rate at which they earn annual
leave. Such credit must be requested and approved prior to the
appointment date and is not guaranteed. The Interagency Career
