Summary The Aleda E. Lutz VA Medical Center is recruiting for a Civilian Payroll Technician. The Civilian Payroll Technician will function in Fiscal Service Responsibilities The incumbent has responsibility for payroll and travel activities at the Aleda E. Lutz VA Medical Center, Saginaw, Michigan. Incumbent process time and attendance for each pay period, at the end of each biweekly cycle in the VATAS system and reconciling to Defense Finance and Accounting Service (DFAS). Other duties are and are not limited to: Reviews activity of Defense Finance and Accounting Service (DFAS). Researches and makes any corrections to previous payroll submittals that have rejected. Ensures that DFAS and VA Time and Attendance System (VATAS) rejects are resolved in a timely manner. Responsible for all payroll changes to employee Master Record, pay adjustment, court documents affecting employee pay, tax levies, Military Service Deposits, requested leave studies, requested pay information for budget purposes. Responsible for data input and transmittal of Consulting and Attending accessions, changes, terminations, and timecards to ensure proper and timely payment. Responsible for interpreting and applying all time and leave regulations governing three major systems. Provides technical assistance to timekeepers and supervisors. Conducts orientation and training of new timekeepers in timekeeping regulations and provides instruction in VATAS. Conducts annual timekeeper training. Performs semi-annual desk audits of all timekeepers. Answers inquiries pertaining to salaries, annual or sick leave, and questions pertaining to various leave or authorized absence regulations. Monitors biweekly exceptions listings in the VATAS system for all Time & Leave units to ensure exceptions are cleared in a timely manner. Checks VATAS system for approved timecard corrections and processes any needed corrections by Payroll activity. Prepares bills of collection of salary overpayment and/or deduction under-payment. Audits all Continuation of Pay used to ensure correct usage of electronic timecards. Furnishes comprehensive monthly accrual data to Accounting for submission of the payroll accrual. Responsible for preparation and submission of reports to various takeholders. And all other assigned duties. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as auditing and reconciling time and attendance records; researching and coding changes to employee's Master Record; performing work related to determining pay, maintaining payroll records, applying pay laws, regulations and agency policy, researching and coding pay adjustments; determining the completeness, accuracy, internal consistency and propriety of pay actions and ensuring they are made in accordance with compensation and related pay scales, rules, regulations, and instructions; conducting semi-annual desk audits of unit timekeepers; training new timekeepers; and providing information and counseling to employees regarding various payroll actions. You will be rated on the following Competencies for this position: Customer Service Decision Making Reasoning Communication Compensation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary but requires considerable typing, walking, speaking on the phone with individuals and in group settings, and working at a computer.
